Although police powers have grown with the revised Criminal Procedure Act that stripped prosecutors of investigative authority,
investigation units already overwhelmed with no room to breathe
are expected to struggle to handle the additional work ahead.
Given the big picture of a major change in the criminal justice system, preparations such as training personnel should have been made systematically in advance,
investing time and money — that was Professor Oh Yoon-sung's view.
